To do this in Windows 10, click on the Cortana icon (the circle beside the Start button), type “defrag” (without quotes) into the search bar that appears, and then click on “defragment and optimize drives” when the listing appears in the search results. If so, then try launching the defrag command through Windows instead and see if that changes things.
